Terms & Conditions View TutorialsAs MUIS does not certify food products manufactured overseas, the responsibility for certifying halal products imported into Singapore lies with the Foreign Halal Certification Bodies (FHCB) it recognises from the respective countries. To ensure these imported products meet Singapore's standards, MUIS recognises FHCB based on their ability to implement halal standards that aligns with the Singapore MUIS Halal Standards (MHS).
This recognition scheme serves multiple important purposes for Singapore's halal ecosystem. Primarily, it ensures the Singapore Muslim Community's access to suitable halal-certified imported products whilst maintaining the integrity of halal standards. Furthermore, it extends MUIS' role in facilitating halal certification processes by maintaining public confidence in imported food and beverage products, as well as ingredients used by halal-certified establishments and manufacturers in Singapore.
The MUIS FHCB Recognition Scheme has been enhanced to strengthen the assurance of halal-certified products imported into Singapore. It ensures that overseas halal certifying bodies meet our stringent standards, aligned with international best practices in halal certification, food safety, and religious requirements. The new framework applies to all FHCB seeking recognition by MUIS for the purpose of certifying halal products intended for import into Singapore, encompassing halal certification processes for food, ingredients, and other consumables requiring halal status.
The enhanced recognition scheme introduces several key improvements from the previous system. It provides greater transparency in the qualifying criteria and procedure for recognition, aligned to domestic halal consumption needs. The framework also incorporates a robust assessment and evaluation process for FHCB recognition based on the Comprehensive Halal Risk Management (CHARM) framework, leveraging digital technology to support data-driven decision making.
The platform enables seamless online submission of applications and supporting documentation, eliminating the need for physical paperwork and reducing processing timelines. A structured fee implementation system provides greater transparency and predictability in the financial aspects of the recognition process.
The integrated e-competency assessment platform ensures rigorous evaluation of certification bodies' technical capabilities and adherence to halal standards through standardised digital assessments.
Additionally, real-time application tracking functionality provides applicants with immediate visibility into their application status and progress throughout the evaluation process.
As part of the implementation of the new framework, all FHCBs must submit new applications under the enhanced scheme. This ensures that all certification bodies seeking MUIS recognition will meet the new requirements that will be managed via our new digital system platform.
